Hon. Stephenson King to attend workshop on Sustainability, Energy and Development

kingPRESS RELEASE – Member of Parliament for Castries North, Hon. Stephenson King will represent the Parliament of Saint Lucia during a four day workshop on Sustainability, Energy and Development scheduled to kick off in Trinidad and Tobago tomorrow.

The workshop is being held under the auspices of the Commonwealth Parliamentary Association in partnership with the United Nations Development Programme. The activity is expected to shape an aspirational framework of Sustainable Development Goals (SDG’s) for the Caribbean region.

The high level multi-stakeholder meeting will bring together a network of parliamentarians who will be updated on the strategic goals formulated thus far, as well as provide an opportunity for them to develop new initiatives.

A CPA release says, as representatives, legislators and scrutineers, parliamentarians have a responsibility to actively engage in the development agenda, to shape its success and in so doing make concrete improvements to the lives of their people and the global community

Saint Lucia showcases its renewable energy transition

tumblr_mn8b8sLRb61rkz363o1_1280PRESS RELEASE – Today, in keeping with its promise to transition to 35% renewable energy for electricity generation by 2020 and reduce electricity consumption in the Public Sector by 20% by 2020, the Government of Saint Lucia announced a new partnership in solar energy generation that will benefit one of its most iconic institutions.

Dr James Fletcher, Saint Lucia’s Minister for Sustainable Development, Energy, Science and Technology said, “The renewable energy revolution is essential and exciting. It allows vulnerable Small Island Developing States (SIDS) like ours to reduce public expenditure, stimulate and transform our economies, generate new jobs, while at the same time protecting our environment. It is a winner on all fronts!”

Solar Head of State, with support from its partners, will install a donated 10kW grid-connected solar photovoltaic system on Saint Lucia’s Government House, which will save the government thousands of dollars in energy expenditures over the system’s lifetime. In 2014 Saint Lucia joined the Ten Island Challenge, a program to accelerate the renewable energy transition in the Caribbean. This is an initiative of Sir Richard Branson’s Carbon War Room, a global incubator for clean energy entrepreneurship and the Rocky Mountain Institute, the world’s original clean energy transition think-and-do tank.

Sir Richard Branson said, “I am delighted to see this initiative going ahead. It’s wonderful that island leaders are showing their commitment to a low carbon future in such a demonstrative way.” Jules Kortenhorst, Chief Executive Officer of the Rocky Mountain Institute and Carbon War Room said, “Congratulations with Solar Head of State’s work in St.Lucia.

These efforts provide wonderful, tangible examples that solar should and does belong in the Caribbean.” Maya Doolub, a member of Solar Head of State’s advisory board said, “We call on other world leaders at the COP21 in Paris to show personal leadership by putting solar systems on their official residences. Saint Lucia is showing it is time to take action and action starts at home.”

Solar Head of State partners with solar technology companies, local installers and major climate NGOs and foundations to offer well designed, professionally installed solar systems for the residences of heads of state or government around the world in order to showcase and promote the use of the technology.

Saint Lucia’s Governor General’s residence is a historic Victorian building at Morne Fortune on the outskirts of the capital Castries and contains the Le Pavillon Royal Museum which documents state history from the early 17th century. The solar PV panels for the Saint Lucia Solar Head of State project are being donated by Trina Solar.

Jifan Gao, Trina’s founder, is a leading figure in China’s booming solar industry. Solar Head of State is partnered with the Clinton Climate Initiative as well as the Carbon War Room and Rocky Mountains Institute.

wascoPRESS RELEASE – INVITATION FOR TENDERS FOR ONE 75,000 IMPERIAL GALLON GLASS FUSED TO STEEL POTABLE WATER TANK FOR LA HAUT, LABORIE

1.0 Tender for the supply and installation of a Potable Glass fused to Steel Water Storage Tank and related accessories

1.1       The Water and Sewerage Company Inc. (WASCO), on behalf of the Saint Lucia Water Stewardship Partnership (SLWaSP), invites tenders for the supply and installation of a potable glass fused to steel water tank with a capacity of 75,000 imperial gallons as specified in Annex A of the tender dossier, “General Specifications” along with associated products.  The successful tenderer will be expected to enter into a formal contract with WASCO, which will be supported by a Framework Supply Agreement.

The successful tenderer is intended to be the Provider, but the contract pertaining to this tender shall not constitute an exclusive contract and WASCO, at its sole discretion, reserves the right to enter into agreement with other suppliers, for the same type of supplies/services/works at any time, whenever it deems it necessary.  If you believe that your company may be in the position to meet the requirements and would like to be considered as a potential supplier, please refer to the website link provided below.

1.2       A tender dossier has been issued for the sole purpose of obtaining tenders. WASCO reserves the right not to enter into or award a contract as a result of this invitation to tender. Any attempt by any Tenderer to obtain confidential information, enter into unlawful agreements with competitors or influence the evaluation committee or WASCO during the process of examining, clarifying, evaluating and comparing tenders will lead to the rejection of its offers and may result in the termination of contract, where applicable.

2.0 Schedule of requirements

Laborie Development Foundation to host workshop under Creating Sustainable Communities project

553110_272645782868876_1286268957_nPRESS RELEASE – On Saturday, December 12th 2015 the Laborie Development Foundation (LDF) Inc. will host a one-day workshop from 9:00am to 2:00pm at the Laborie Boys Primary School.

The workshop is organized as part of the review process for the Strategic Development Plan for Laborie under a project entitled Creating Sustainable Communities – Building Capacity for Adaptation to Climate Change and Related Issues. This project is financed by the Global Environment Facility (GEF) Small Grants Programme (SGP) in Saint Lucia.

Saturday’s workshop is co-financed financed by the Caribbean Local Economic Development (CARILED) Programme in line with the co-funding requirements under the GEF-SGP. CARILED Officials will also collaborate with the LDF to facilitate this workshop.

CARILED’s strategy for local economic planning relies heavily on the mobilization of local knowledge and support. Consequently, the workshop provides a forum for residents to be consulted on their ideas for local area economic development plan for Laborie. The report from this workshop will form part of the overall review of the Strategic Development Plan for Laborie and will contribute to the identification of priorities for development for the community.

Caribbean Energy Efficiency Lighting Project takes their Knowledge Road Show to Dominica and Saint Lucia

e6debd9d-cd90-45bd-9993-8c32e5664a3cPRESS RELEASE – Against the background of the Caribbean being home to some of the highest per capita energy costs in the world, the Caribbean Energy Efficiency Lighting Project (CEELP) team  recently engaged representatives and members of a diverse array of community groups from across the region  to raise awareness about the benefits of energy efficient lighting.

As part of the project’s mandate to develop a deeper understanding about how energy efficient lighting can reduce energy costs and reduce users’ carbon footprints, the team embarked on a Knowledge Road Show in Dominica and St. Lucia that aimed to reach participants from all sectors, with an emphasis on youth and women.

In Dominica, the road show visited Government Headquarters, Planned Parenthood, the Bureau of Gender Affairs and the Dominica Youth Council while, on the Saint Lucia leg of the tour, the team led discussions with groups from the Sir Arthur Lewis Community College, Women’s Farmers and Producers, the Association of Professional Engineers, the Ministry of Infrastructure, Port Services & Transport and several youth groups.

Lead facilitator and Lighting Expert Steve Coyne displayed various lighting technologies, detailed the benefits of  LEDs and CFLs and gave participants tips on choosing the right technology for their homes and work environments.

He was ably assisted by Jason LaCorbiniere, CEELP Project Coordinator and Project Associate, Sherri Frederick who provided attendees with background on the project, including highlighting the project’s role in working with CARICOM towards the development of standards overseeing the importation of quality LED bulbs. The Road Show was timely, as CEELP recently assisted with upgrades from fluorescent lights to LEDs in both countries and were on hand to respond to queries surrounding the retrofits.

Remarking on the reception the team received from the various groups, Mr. LaCorbiniere commented, “the enthusiasm with which we were met is encouraging. The knowledge we shared was relevant to all of the groups and participants were keen on disseminating it to their networks.” Participants were also happy to learn that Bulb Crushers have been purchased for each country in order to alleviate concerns regarding mercury contained in fluorescent bulbs.

At the end of each presentation, attendees who accurately responded to questions on energy efficient lighting were gifted with inflatable solar powered lanterns.

CEELP is a UNDP/SIDS DOCK Support Program project designed to assist Barbados and the OECS territories in removing the policy, capacity and investment barriers to EE lighting. These goals are expected to be achieved through pilot demonstrations and training; regulatory assessment and policy development support; and support for de-risking and EE financial network development.

roadworks-382715PRESS RELEASE – The Ministry of Infrastructure, Port Services and Transport wishes to advise the motoring public that due to construction works to repair the Sarrot/Vanard causeway and approach roads, the Sarrot/Vanard Bridge will be closed to vehicular traffic from Today Tuesday 15th December 2015, and will reopen to vehicular traffic on Tuesday 22nd December 2015.

Motorists are advised to use alternative roads during the period of construction.

The Ministry regrets any inconvenience that this development will cause.

Belle Vue Development Committee to host lunch for the elderly

Lunch posterPRESS RELEASE – The Belle Vue Development Committee is a community based organization which focuses on implementing activities geared towards empowering the residents of Belle Vue, Vieux-Fort.

One of its main areas of concentration is the executing of activities for the elderly population of the community. Customarily the committee distributes hampers to at least one person over the age of 65 years on a monthly basis. Though the committee plans to continue with this initiative in 2016 it has organized a grand lunch for the elderly residents of Belle Vue.

This year lunch has been slated for the 20th December, 2015 from 1:00 pm at the Belle Vue Human Resource Development Centre. Thus, we invite all elderly residents of Belle Vue and environs who are 60 years and over to make a special effort to attend this very important activity. In addition to being fed a three course meal, the elderly residents will be entertained by one of the premier folk bands of Saint Lucia, Avot Sevis.

 

The committee has organized a lunch for the elderly to create an avenue for them to socialize with each other.  Also, we intend to use this activity to say thank you to the elderly for the contribution they have made to the development of Belle Vue. Accordingly, we will be awarding four cultural icons.

These icons include Patricia ‘Teetin’ Emmanuel, Lewis ‘Rogers’, Noel, Raymond ‘Ramie’ Joseph, and Daniel Estaphane for the sterling contribution they have made to folk culture.

Request for proposal for Dennery North water supply infrastructure project

leaky-pipeGIS – The Government of Saint Lucia, through the United Nations Office for Project Services (UNOPS), received a grant from Government of Mexico for the new infrastructure required to supply potable water to North Dennery residents.

UNOPS is pleased to invite prospective bidders to bid for the design and construction (Design-Build) of river water intake, transmission pipelines, water treatment plant, pumping stations, storage tanks, and distribution system in two phases in accordance with the requirements and process as set out in this Request for Proposal (RFP).

Ti La Resource Dennery road rehabilitation to commence January 4th

roadworks-382715PRESS RELEASE – Residents and Motorists are advised that works to rehabilitate the Ti La Resource Dennery North Road are to commence on Monday 4th January 2016.

The works are expected to be completed over a 60 day period. Consequently, some traffic interruptions and delays are likely to occur.

This road is a very important piece of infrastructure for the Dennery North constituency as it facilitates vehicular access to the Community Cemetery in Dennery North.  

Residents and motorists are advised to pay careful attention to road traffic signs and are asked to cooperate. The Ministry of Infrastructure, Port Services and Transport apologises for any inconvenience caused as a result of these works.

Laborie Development Foundation to host “Paint the Village”

labbirdviewPRESS RELEASE – Labowi Promotions in collaboration with the Laborie Development Foundation (LDF) Inc. invites art enthusiasts, beginners and professional, Arts students and teachers to enhance their skills and talents with Jonathan Gladding at Paint the Village.

Paint the Village is the first event on the Laborie Calendar of Events, it will be hosted commencing Thursday 14 through to Saturday 16 January 2016. This novel art event aims to feature and promote visual arts as part of Nobel Laureates Week.

During the event a theme will be chosen daily on which participants are encouraged to focus, ranging from live models, nature, countryside and a free theme of various locations in the village respectively. Sessions will be held outdoors based on the theme and in public settings based on the session’s theme ending with a collective sharing and critique with special advice given to beginners and young artists.

LUCELEC and Government signs Integrated Resource Plan agreement

The power company is also getting ready to begin the process of constructing a 3.2-MW solar power plant.

On Thursday, January 14, LUCELEC signed an agreement for the development of an Integrated Resource Plan (IRP) with the Government of Saint Lucia. It will make provision for a team of independent consultants from Carbon War Room (CWR), Rocky Mountain Institute (RMI), Clinton Climate Initiative (CCI) and DNV GL, to assist both parties in designing a viable energy transition strategy for Saint Lucia.

What this means is, the team will develop a plan for how best Saint Lucia will be able to move its energy sector from where it is now to where it needs to be, to give effect to the goals and objectives of the National Energy Policy.

The plan will determine how best to integrate the optimum mix of renewable energies into the national energy grid, at the least cost, without compromising the stability and reliability of the electricity system.  It will determine what improvements need to be made to the electricity infrastructure (transmission and distribution systems) on the island, and how best to ensure that LUCELEC remains viable, given that the electricity system underpins Saint Lucia’s economy.  The process will also allow for public input into the strategy.

In addition, LUCELEC Managing Director Trevor Louisy announced the company’s intent to issue a Request for Proposals (RFP) for what will be its first major renewable energy project on the ground, the construction of a 3.2-MW solar farm to be located at La Tourney in Vieux Fort. The project will form part of a power complex the company is proposing to develop.

The RFP will be circulated internationally and it is the company’s hope that within the next several weeks a successful bidder will be identified and a contractor in place by May this year.  According to Mr. Louisy, the intention is to have at least one megawatt of solar power commissioned by the end of this year, and then add the remaining two megawatts subsequently.

The RFP was developed with the assistance of the Rocky Mountain Institute, Carbon War Room and DNV GL through the Government of Saint Lucia.

The signing ceremony and the announcement on the solar power plant were done in the Conference Room of the Ministry of the Public Service.

Bidding open for rehabilitation and upgrade of agricultural feeder roads

12509291_996518440419686_6199386152504407809_nGIS – The National Authorizing Office has formally solicited bids for the rehabilitation and upgrade of agricultural feeder roads in several communities in the south of the island, under a project funded by the European Union (EU).

Agricultural roads in Bois Canon, Micoud; Morne Cayenne, Vieux Fort; Cardi/Compare, Dennery; and Derache, Soufriere will all be repaired under the Banana Accompanying Measures (BAM) project in order to aid the development of Saint Lucia’s vital agricultural sector.

The goal of the project is to improve the motorability of roads used by farmers in the affected areas. This will help consolidate the gains made in the agricultural sector in recent years, and improve access by farmers to their farms, particularly those who continue in the banana sector.

The Government of Saint Lucia has repeatedly demonstrated its commitment to bolstering local banana cultivation. Bananas remain the island’s main export crop, accounting for approximately 20 percent of all export earnings.

Financing is being provided to the Government of Saint Lucia at a cost of EC$37 million under the EU Agricultural Transformation Program.

Government of Saint Lucia continues efforts to develop energy sector

UD-MichiganSolar-08-06-2014_1GIS – Minister for Sustainable Development, Sen. Hon. Dr. James Fletcher said Thursday, that the government is determined to transform Saint Lucia’s energy sector.

“We want to become less dependent on imported oil sources from volatile international markets and more reliant on local, renewable sources with lower input costs. This cannot and will not be at the expense of a stable reliable and safe domestic grid.”

The minister’s comments were made during a joint signing ceremony with the Saint Lucia Electricity Services Limited (LUCELEC), for a National Energy Transition Strategy.

LUCELEC Managing Director Trevor Louisy expressed his commitment to providing reliable energy.

Barbados seeks to strengthen commercial linkages with St. Lucia

PRESS RELEASE – A 24-member contingent of Barbadian manufacturing and services companies will be arriving in St. Lucia on Sunday, January 24, 2016 to participate in a series of pre-arranged business to business meetings- the first leg of a multi-country CARICOM trade mission.

Led by Barbados’ Minister of Industry, International Business, Commerce and Small Business, the Honourable Donville Inniss, the visit is intended to enhance policy dialogue and the exchange of business information, while strengthening the network of business support organisations, promoting trade, and exploring investment opportunities which could yield economic gains for both territories.

The mission is being spearheaded by the Barbados Investment and Development Corporation (BIDC), with support from the Barbados Ministry of Foreign Affairs and Foreign Trade and the Barbados Manufacturers Association.  

One of the highlights of the visit will be the signing of a Memorandum of Understanding between the BIDC and the St Lucia Trade and Export Agency  (TEPA).

During the visit, the Barbadian delegates, representing firms from the food and beverage, construction, printing, health and wellness and consulting services sectors, will engage in business to business meetings, consult with business support organisations and agencies and explore opportunities for the development of trade relations, joint ventures and other investments. The Barbados-based Queen Elizabeth Hospital will be among the delegates, showcasing the eye care, neurosurgical and cardiac services offered at its facility.

Open House sessions are scheduled for January 25, 2016 at the Bay Gardens Hotel, where persons interested in doing business with Barbados are invited to attend.

Barbados already enjoys a longstanding relationship with St. Lucia manifested in the areas of trade, tourism, and culture. With respect to trade, Barbados’ exports to this market have averaged approximately US$16 million each year for the last ten years, comprising mainly of wheat flour, margarine and soya bean oil.  Items such as prefabricated buildings, building cement, juice mixtures, household aerosol insecticides and medicaments for therapeutic use have also featured prominently in recent years.

Barbados’ imports from Saint Lucia, while averaging US$6.3 million annually over the period 2005 to 2013, grew significantly in 2014 when Barbados began to source diesel oil from this market.  Imports reached US$43.1 million in 2014 and preliminary estimates indicate 2015 imports to be in the same range.  The main items imported were beer, corrugated paper containers and fresh bananas.

Barbados established diplomatic relations with St. Lucia in February 1979. H.E. the Hon. Robert Morris, CHB, was appointed as the Barbados High Commissioner to St. Lucia in September 2015. The accreditation of the non-resident high Commissioner signals the aim to strengthen the bilateral relationship between the two countries.

It is hoped that this upcoming trade mission will succeed in contributing to the creation of a bridge to sustaining existing relations and creating new ones between Barbados and its CARICOM counterparts. The group departs St. Lucia on Tuesday, January 26, headed for Grenada.

Bocage/Sunbilt Road Rehabilitation Project final phase underway

04_Road constructionPRESS RELEASE – The Ministry of Infrastructure, Port Services and Transport wishes to inform motorists and the General Public that from Friday 22nd January 2016, works to complete the Bocage/Sunbilt Road Rehabilitation project would resume. This final phase is a continuation of the original project.

This final phase of the project will include raising of manholes, applying the asphaltic concrete wearing course to approximately 2900 metres and accompanying road markings and signage. These works will be carried out by Nationwide Mobile Concrete Suppliers Ltd, and are estimated to last for 60 days.

Motorists and pedestrians are advised to pay attention to the road signs and warning, and should exercise caution.

Upgrade to Remy Lesmond Sports Complex underway

697d5e3b-b6f4-4475-b790-be2a0a000df9In mid-2015, Minister of Youth Development and Sports, Hon. Shawn Edward promised to begin work on lighting a number of playing fields, including Fond Assau, Dennery and La Fargue. With work already underway at Fond Assau, it was the turn of Dennery this week.

The sod was turned by the Minister and by Member of Parliament for Dennery South, Hon. Edmund Estephane, to mark the approval and subsequent commencement of works at the sporting facility. The Ministry has approved expenditure of approximately $1 million, which will go towards the construction of a players’ changing room, the resurfacing of the field, and the installation of lights. Work gets underway in February and is expected to be completed by July.

The Minister profited the opportunity to confirm the Cabinet of Ministers’ decision to rename the field after the one of the constituency’s former parliamentary representatives, the late Remy Lesmond. First elected to the House of Assembly in 1979, Lesmond was a Government minister, and passed away in 1997 on the eve of General Elections. He is widely considered to have contributed immensely to the development of young persons and the community.

The present MP, himself a former national sprinter, urged residents to utilise the facility not only for competition but for health and recreational benefits.

Gesneau Landslide and Road Reinstatement progressing smoothly

94a85dab-6c0b-4461-b582-f759765da338PRESS RELEASE – The Ministry of Infrastructure, Port Services and Transport is pleased to report that it is satisfied with the progress achieved to date on the Gesneau Landslide and Road Reinstatement.

While major construction activity started in January 2016, the project is sufficiently advanced and as long as the weather remains favorable, all indications are that the project will be completed by the end of April 2016.

The Gesneau Landslide and Road Reinstatement project is one of the more significant projects which had to be undertaken since the passage of Hurricane Tomas in 2010. A number of homes were destroyed and the road which facilitated an easy connection between Babonneau and other northern communities and the East Coast Highway was severed.

According to the Hurricane Tomas Rehabilitation Project coordinator Mr. Jude Regis, this project was especially challenging due to the magnitude of the landslide and the Ministry of Infrastructure had to undertake a number of preliminary studies. The Ministry is presently constructing a mechanically stabilized earth retaining wall, with a depth ranging between 3 and 9 metres high. Mr. Regis also highlighted that the design chosen is sufficiently resilient, and is in conformity with the Ministry’s “Build Back Better” strategy.

This project is funded by the Caribbean Development Bank under the Hurricane Tomas Reconstruction and Rehabilitation Project at a cost of $5,071,231.28, and is being undertaken by Construction and Industrial Equipment Ltd.

Upon completion, the major link road connecting the Babonneau and the Gesneau community will be reinstated. This road will become very important particularly when the Government commences construction work on the Choc to Gros Islet Highway Expansion project.

LUCELEC issues a Request for Proposals for 3 MW solar park

UD-MichiganSolar-08-06-2014_1PRESS RELEASE – St. Lucia Electricity Services Limited (LUCELEC), has released a Request for Proposals (RFP) for competitive firms to submit bids to develop an on-island 3 MW solar PV project.

The 3 MW solar park will be located north of the Hewanorra International Airport at La Tourney, Vieux Fort and represents the first utility-scale solar PV project in Saint Lucia. The project is being funded by LUCELEC. Once online, the peak solar capacity is anticipated to provide over 5 percent of the power generation needs of the island, and will be managed by LUCELEC to ensure continued grid stability.

Earlier this month, LUCELEC and the Ministry of Sustainable Development, Energy, Science and Technology announced their commitment to renewable energy at the National Energy Transition Strategy (NETS) signing ceremony. The RFP demonstrates quick progress and dedication by both parties toward achieving Saint Lucia’s energy goals.

“LUCELEC is pleased to have finally gotten this project off the ground and our expectation is to commission at least one megawatt of solar PV by the end of this year. Together with the work that we have started on the proposed wind farm in Dennery, we are making steady progress on adding renewable energy to our electricity generation mix,” said LUCELEC’s Managing Director Trevor Louisy.

“The solar installation with LUCELEC will bring renewable energy investment from around the globe to Saint Lucia and set an example of how to scale renewable energy solutions in the Caribbean,” adds Rocky Mountain Institute and Carbon War Room (RMI-CWR) Director, Justin Locke.

The RFP solicits bids from Engineering, Procurement, and Construction (EPC) firms to design and build the solar park that will be owned and operated by LUCELEC. LUCELEC will provide the necessary sites and utility infrastructure for the project, and the RFP details the technical requirements. The RFP was developed with the assistance of Clinton Climate Initiative (CCI), RMI-CWR, DNV GL and the Government of Saint Lucia.
